Centre Allows Sugar Mills to Sell Additional Sugar Produced Up to November 15

The Centre has allowed sugar mills to sell sugar produced up to November 15, 2026, over and above their allocated sales quota for the first fortnight of November. This relaxation applies to mills commencing crushing operations in November as well as those that started crushing in October.

The Central Government has allowed sugar mills to sell sugar produced up to November 15, 2026, over and above their allocated sales quota for the first fortnight of November. The decision is aimed at facilitating the sale of newly produced sugar and providing relief to mills that have started crushing operations for the 2026-27 sugar season.

According to an order issued by the Department of Food and Public Distribution (DFPD) on October 30, 2026, sugar mills can sell the additional quantity produced up to November 15 during the first fortnight of November, from November 1 to 15. The relaxation applies to mills that commenced crushing in October as well as those scheduled to start operations in November.

The order, issued by the Ministry of Consumer Affairs, Food and Public Distribution, also clarifies that mills which began crushing in October 2026 are permitted to sell the entire quantity of sugar produced during October in November.

13.60 Lakh Tonnes of Sugar Allocated to Mills

The government has also allocated a regular domestic sales quota of 13.60 lakh metric tonnes (LMT) to sugar mills for the first fortnight of November. The allocation covers November 1-15 and has been distributed among mills across producing states.

The mill-wise allocation is included in the order, issued under the provisions of the Sugar (Control) Order, 2025. The order lists allocations for individual mills across states, including Uttar Pradesh, Maharashtra, Karnataka, Gujarat and Tamil Nadu.

The additional permission to sell newly produced sugar will be over and above the regular sales quota, providing mills with greater flexibility in marketing their fresh production during the initial phase of the crushing season.

Mills Directed to Follow Reporting and Stock Verification Rules

The order also reiterates compliance requirements for sugar mills. Sales will be considered to have taken place on the date of generation or issuance of the sale invoice, rather than the date of physical dispatch.

Mills have been directed to submit their first-fortnight sales details for the period up to November 15 by November 18, 2026. The government has warned that non-compliant mills may not receive a sugar release order for December 2026.

The department has also instructed mills to ensure proper registration of dealers on the Department of Food and Public Distribution portal and maintain regular records of sugar stocks, sales and dispatches.
