Cabinet Approves Rs 7,396 Crore Scheme to Strengthen Rural Governance

The Union Cabinet has approved the Rs 7,395.55-crore Pradhan Mantri Viksit Gram Swaraj Yojana for 2026-27 to 2030-31. Covering over 2.55 lakh Panchayats, the scheme focuses on integrated village development planning, digital governance, capacity building, financial transparency, online audits and improved mobilisation of local revenue to strengthen grassroots institutions.

The Union Cabinet on Wednesday approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY), a Centrally Sponsored Scheme with an outlay of Rs 7,395.55 crore for 2026-27 to 2030-31. The scheme aims to strengthen grassroots governance by improving the planning, coordination and implementation of rural development initiatives through Gram Panchayats.

The scheme, approved at a Cabinet meeting chaired by Prime Minister Narendra Modi, will cover all States and Union Territories and align with the period of the Sixteenth Finance Commission. It is designed to help Panchayats connect national development priorities and government schemes with local needs through participatory planning, digital platforms, capacity building and improved financial management.

The total outlay comprises a Central share of Rs 4,869.48 crore and a State share of Rs 2,526.07 crore. Around 32 lakh elected representatives, Panchayat functionaries and other stakeholders across more than 2.55 lakh Panchayats and traditional local bodies are expected to benefit directly.

Integrated village development planning

A key objective of PM VGSY is to make Gram Panchayats the focal point for coordinating development programmes at the village level. The scheme will bring together planning processes across concerned Central ministries, departments and State governments to prepare comprehensive Gram Panchayat Development Plans (GPDPs).

At least 2.55 lakh such plans are expected to be prepared annually through the eGramSwaraj portal. These plans will combine village priorities, relevant government interventions and available financial resources, helping Panchayats identify development gaps and avoid fragmented planning.

The scheme will also integrate information on government schemes, beneficiaries, benefits, community assets and available resources into a common digital platform. Building on existing e-Panchayat systems, this approach is intended to improve decision-making, coordination and monitoring of development activities. The existing departmental arrangements for delivering individual government schemes will, however, continue.

Digital outreach and capacity building

PM VGSY will place emphasis on strengthening the ability of elected representatives and Panchayat officials to use digital systems, interpret development and financial information, prepare local plans and communicate with citizens.

Around 32 lakh elected representatives and other stakeholders are expected to receive capacity-building support and digital handholding annually. The initiative will also use Gram Sabhas and other Panchayat forums to encourage public participation in local development decisions.

Each coordinated awareness-generation exercise will aim to reach at least one crore citizens. Existing digital and outreach platforms will be used to explain government schemes and national initiatives in accessible language.

The scheme will also leverage PANCHAM, an artificial intelligence-enabled, multilingual, two-way communication platform operating in 17 Indian languages. The objective is to improve public understanding of government programmes and encourage discussions on their relevance to village-level priorities.

Focus on financial transparency

Another major component is strengthening financial accountability and improving the capacity of Panchayats to manage available resources. The scheme targets the preparation of at least 2.55 lakh online audit plans annually, along with timely completion of the corresponding audits through the AuditOnline platform.

Improved accounting, public disclosure and mobilisation of own-source revenue are also among the proposed interventions. These measures are intended to strengthen oversight of public funds and help Panchayats become more financially self-reliant.

The focus comes at a time when the Sixteenth Finance Commission has recommended around Rs 4.35 lakh crore in grants for rural local bodies for 2026-27 to 2030-31. The scheme seeks to improve the capacity of Panchayats to plan the use of these grants alongside other available resources and translate them into locally relevant development outcomes.

Implementation through States and UTs

The scheme will be implemented through State governments and Union Territory administrations. They will submit annual action plans detailing proposed activities, priorities and resource requirements in line with the scheme's objectives and guidelines. A designated Central Empowered Committee will appraise and approve these plans under the prescribed procedures. The Centre and States will undertake activities within their respective responsibilities, supported by coordination, technical assistance, monitoring and review.

No permanent posts will be created under PM VGSY. However, need-based contractual personnel may be engaged at State, district and block levels to provide technical support.

The scheme will also extend to traditional rural local government institutions in areas where Panchayats do not exist under Part IX of the Constitution. Its implementation will seek to strengthen local planning and governance systems so that increased financial resources and national development initiatives can be translated into measurable improvements at the village level.
