Maharashtra's Food and Drug Administration (FDA) is set to undertake a major digital transformation aimed at strengthening food safety enforcement, improving transparency and making the state's regulatory framework comparable to global standards such as the US Food and Drug Administration.
Speaking at a food safety conference organised by the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA) in Pune, Maharashtra FDA Commissioner Tukaram Mundhe announced plans to develop an integrated digital portal that will cover the entire regulatory process - from licensing and inspections to consumer grievances, product recalls and enforcement actions. He said the platform would also incorporate blockchain technology to create permanent, tamper-proof records of violations by food business operators.
"I have studied the US FDA website. It is an excellent model. We are creating an integrated portal where not just licensing, but the complete process flow will be available to everyone," Mundhe said, expressing confidence that the system would match or even surpass the US FDA's digital capabilities within six months to a year.
The platform will eventually enable end-to-end traceability of food products from manufacturing units to consumers. Industry participants will also upload operational data, allowing the FDA to compare it with official records and take evidence-based regulatory action.
The announcement comes as Maharashtra's newly launched grievance portal, complaints.mahafda.in, witnesses an overwhelming public response. The portal recorded 3.75 lakh hits within the first minute of its launch and crossed 10 lakh visits in the first 24 hours. According to the FDA, Pune has emerged as the district reporting the highest number of complaints, most of them related to unhygienic practices in commercial food establishments.
The portal has an in-built accountability mechanism requiring regional Joint Commissioners to acknowledge complaints within 24 hours. If no action is initiated within the stipulated period, the complaint is automatically escalated to higher authorities.
Mundhe said the FDA is also building a database linking multiple businesses operated by the same entity. If a violation is detected at one location, inspectors will be able to examine all associated establishments. The agency is considering blockchain technology to maintain an immutable history of violations and regulatory action against repeat offenders.
Since assuming office in May, Mundhe has intensified enforcement through surprise inspections at luxury hotels, restaurants and street food outlets. Recent actions include suspension of the licence of Mumbai's Parsi Dairy Farm and closure of the kitchen at KEM Hospital over food safety concerns.
Calling on the food industry to shift from merely preventing adulteration to adopting a culture of proactive food safety, Mundhe said all food businesses must comply with the 22 key regulations prescribed by the Food Safety and Standards Authority of India (FSSAI). He warned that companies cannot evade responsibility for contaminated raw materials and must ensure safe sourcing through testing and traceability.
