Europe’s 2026 summer heatwave is emerging as more than a weather disaster. It is becoming a major economic and food-security challenge for the continent’s grain industry. Temperatures exceeding 40°C in parts of Spain, France and Italy, combined with prolonged dryness, have damaged crops, reduced yields and placed additional pressure on livestock feed supplies.
The most immediate financial impact is significant. An analysis by the Energy and Climate Intelligence Unit (ECIU), using crop-deficit and production data from Coceral, estimates that the European grain industry could lose around €2 billion (Rs 22,000 crore) in revenue because of reduced production. Industry forecasts cited in the report indicate that the heatwave could cut Europe’s grain harvest by about 9 million tonnes.
But the bigger concern is that the damage extends well beyond this year’s harvest. Heat and drought are disrupting planting decisions, crop quality, pasture growth, livestock feed availability, irrigation, storage and trade flows. Silage maize and grassland have been particularly affected in some regions, increasing the likelihood that livestock producers will need to purchase more feed or divert a greater share of grain supplies towards animal feed. This could tighten grain markets and raise production costs across the food chain.
The crisis is also exposing Europe’s growing water vulnerability. Italy’s experience is particularly revealing, with recurring drought and low water availability in the Po River basin already affecting one of the continent’s important agricultural and agro-industrial areas.
Europe’s climate trajectory makes these developments more worrying. The World Meteorological Organization and EU's Copernicus Climate Change Service report that Europe is the world’s fastest-warming continent, with temperatures rising at more than twice the global average. The European State of the Climate 2025 also reported record heatwaves from the Mediterranean to the Arctic, alongside widespread drought impacts.
European agriculture is shifting from whether farmers can withstand an exceptional heatwave to whether farming systems remain economically viable if such events become increasingly frequent. The changing geography of crop production is another important consequence. Water-intensive crops such as maize are increasingly expected to become more important in northern parts of Europe as climatic conditions change. This could gradually alter the continent’s traditional production map and increase the strategic importance of countries that were previously less dominant in certain crops.
The French decision to temporarily permit restricted use of certain previously banned pesticides also illustrates the policy dilemma. As heat and climate stress increase pest and disease pressures, governments face growing pressure to protect yields while maintaining environmental safeguards.
Heatwave and wildfires
According to a report by the World Economic Forum, on 8 July, a temperature of 40.5°C was recorded in Barcelona, Spain, the highest in over a century of data collected at the WMO's Fabra Observatory. Vienna, Austria, set a new June temperature record with 40°C recorded in the city. For the first time, the Netherlands issued a Red Alert for extreme heat in eight provinces, with a June temperature of 39.4°C smashing all previous records. France recorded a temperature of 43.8°C in the western town of Pulluau, with overnight temperatures in the country also breaking records at 22°C. In Basel, Switzerland, a new June temperature high of 39°C was recorded.
There have been 1,528 wildfires across Europe so far this year. Europe’s most intense fires have even created pyrocumulonimbus clouds or 'fire clouds' - fire-generated thunderstorms that can make fires harder to control.With wildfires becoming more frequent, severe, and costly globally, prevention remains chronically underfunded compared to response.
