70% Boat Subsidy for Fishermen in Himachal Pradesh, 90% Aid for Fishing Gear

The Himachal Pradesh government has announced a major package of subsidies for fishermen, offering financial assistance for fishing boats and fishing gear as part of efforts to strengthen the fisheries sector, improve livelihoods and promote sustainable fishing practices across the state.

Under the Fishing Boat Subsidy Scheme, eligible reservoir fishermen will receive a 70% subsidy on the purchase of fishing boats. With the unit cost of a boat fixed at Rs. 50,000, the state government will provide Rs. 35,000, while the beneficiary will contribute the remaining Rs. 15,000.

The scheme will cover fishermen operating in major reservoirs, including Gobind Sagar, Pong Dam, Chamera, Ranjit Sagar and Kol Dam. The government expects the initiative to help modernise the fishing fleet while improving safety, operational efficiency and income opportunities.

To qualify for the boat subsidy, applicants must be active members of a registered Primary Fisheries Cooperative Society and must have completed at least 50 fishing days in a financial year.

The government has also introduced a Fishing Gear Subsidy Scheme, under which fishermen will receive a 90% subsidy on cast nets and gill nets.

Riverine fishermen will be able to obtain cast nets costing Rs. 3,000 by paying only Rs. 300, with the government providing Rs. 2,700 as subsidy. Similarly, reservoir fishermen will receive gill nets costing Rs. 5,000 for a beneficiary contribution of Rs. 500, while the state will bear the remaining Rs. 4,500.

The gear subsidy is intended to make quality fishing equipment more affordable while encouraging sustainable fishing and increasing fish production in the state's rivers and reservoirs.

Under the scheme, 4,000 active riverine fishermen will receive cast nets and 3,000 active reservoir fishermen will receive gill nets. The assistance will be provided through the Direct Benefit Transfer (DBT) mechanism.

Beneficiaries must possess a valid fishing licence issued by the Fisheries Department for at least three consecutive years to qualify for the fishing gear subsidy.

Chief Minister Thakur Sukhvinder Singh Sukhu said the government was committed to developing fisheries as a sustainable source of livelihood and employment. He said the schemes would provide direct financial assistance to fishermen while strengthening the rural economy.

Sukhu said the government was adopting a focused approach to promote the blue economy in Himachal Pradesh and create additional livelihood opportunities for rural youth. According to him, the initiatives are expected to improve the socio-economic condition of fishing communities while contributing to higher fish production, value addition and income generation.

The measures underline the state government's attempt to combine targeted financial support with fisheries-sector modernisation, potentially strengthening the contribution of fishing to rural livelihoods and the wider rural economy.
