New Data Framework for State Finance Commissions to Strengthen Panchayats and Rural Development

The government has released a report recommending robust Panchayat-level datasets to strengthen State Finance Commissions and improve fiscal decentralisation. The initiative aims to enhance rural governance, resource allocation, service delivery, and accountability while empowering Panchayati Raj Institutions to drive sustainable rural development and local self-governance.

New Data Framework for State Finance Commissions to Strengthen Panchayats and Rural Development

In a significant move aimed at strengthening Panchayati Raj Institutions and improving rural development planning, the Government of India has released a comprehensive report identifying key datasets required by State Finance Commissions (SFCs) to make informed decisions on fiscal devolution and local governance.

The report, prepared by the Committee on Datasets for State Finance Commissions, was released by Chief Economic Advisor Dr. V. Anantha Nageswaran in the presence of Panchayati Raj Secretary Vivek Bharadwaj and other senior officials. The recommendations are expected to improve the flow of financial resources to Panchayats and enhance evidence-based policymaking at the grassroots level.

Addressing the event, Dr. Nageswaran underlined the critical role Panchayats play in delivering essential public services such as drinking water, roads, street lighting and Anganwadi facilities. He said that fiscal decentralisation is meaningful only when governance reaches citizens effectively and improves their daily lives.

He emphasized that State Finance Commissions require reliable, timely and granular data to make sound recommendations on resource allocation. According to him, better data leads to better governance, stronger accountability and more effective rural development outcomes. He also highlighted the report’s recommendation for a performance audit by the Comptroller and Auditor General (CAG) on the implementation of the 73rd Constitutional Amendment to assess the extent of financial, administrative and functional devolution to Panchayati Raj Institutions across states.

Panchayati Raj Secretary Vivek Bharadwaj stressed the need for closer coordination between State Finance Commissions and the Central Finance Commission. He noted that strengthening data systems is essential for improving the quality and timeliness of recommendations affecting local governments.

Bharadwaj also highlighted recent recognition of Panchayat-focused digital governance initiatives. The Panchayat Advancement Index received the Gold Award under the National e-Governance Awards 2026, while four of the 16 awards announced this year were related to Panchayat initiatives, reflecting the growing importance of local governments in India's development agenda.

He further pointed to two major recommendations of the Sixteenth Finance Commission that could benefit rural local bodies. These include a proposed ₹10,000 crore Urbanisation Premium to help local bodies manage the transition of rapidly growing census towns, and the reintroduction of performance-based grants worth ₹87,000 crore exclusively for Panchayats. These grants would be linked to annual growth in Panchayats’ own-source revenues.

The report recommends creating Panchayat-level fiscal databases, standardised accounting systems, dedicated State Finance Commission Cells in state governments, common reporting formats, data handbooks and a comprehensive SFC Manual. These measures are expected to improve transparency, financial planning and accountability across rural local bodies.

Experts noted that access to standardised and granular Panchayat-level data can significantly improve the effectiveness of fiscal devolution and enable local governments to function as stronger institutions of self-governance.

The report is expected to serve as a key reference for state governments and constitutional bodies as India seeks to deepen democratic decentralisation, strengthen rural governance and accelerate progress towards the vision of Viksit Bharat by 2047.
